Toddler Struck By Car Operated By 12-Year-Old

RICHLAND COUNTY, OH- The Richland County Sheriff's Office responded to 513 State Route 96 East in reference to a vehicle rolling on top of a child. 

The 18-month-old child crawled into the driveway of the residence after a 10-year-old placed the child on the ground and got into the vehicle along with a 12-year-old, according to statements given by the children themselves. The 12-year-old put the car's key into the ignition and pressed the clutch, which caused the vehicle to start rolling backward.

The car struck the young child and continued backward, striking two other vehicles before coming to a stop. The two older children heard the youngest screaming and crying, at which point the two guardians at the residence came to investigate the noise.

The guardians, Gregory and Amanda Spears, were inside the house at the time of the accident. The pair stated that Gregory was sleeping, while Amanda attempted to get ready for work. As she passed the front door while getting ready, she heard the youngest child crying, at which point she looked out and saw him underneath the car.

The 18-month-old was "all scratched up", with numerous scratches and lacerations on the child's legs, arms, back and face. Visible tire tread marks could be seen on the boy's left arm and shoulder. 

EMS responded to the scene and transported the 18-month-old to Ashland Samaritan Hospital. Medical staff performed a CT scan on the child, but it was reported that the child was "apparently okay."

The 12-year-old stated that Amanda Spears was having trouble with the keys to the vehicle. The 12-year old tried to start the vehicle to help Amanda Spears.  

The Mansfield City Law Director reviewed the case and did not file any charges.
